Gehlot
warns of serious threat to democracy
JAIPUR
:
The Rajasthan Chief Minister, Shri Ashok Gehlot on 4 April
warned of serious threat to the democracy in the country
from the communal and caste elements. "We are sitting
on top of a volcano. No one, from the Prime Minister to
the ward panch knows where we are heading for", he
said in a speech after releasing the first State Human Development
Report, prepared jointly by the Rajasthan Government, Union
Planning Commission and the UNDP.
"May
be human development reports should carry the kind of index
which indicate one’s faith in democracy, secularism and
sense of equality", he said. "When people are
killed in hundreds in our neighbourhood, when the continuing
carnage in the name of religion shadow our mindscape, what
development we can provide", Shri Gehlot said.
"If
we don’t change our attitudes, if we do not try to become
human beings first, the real well-being is bound to elude
us’, Mr. Gehlot said. "Today the basics of democracy
are relegated to the background. There is a need to strengthen
secular forces and reject caste feelings", he said.
Mr.
Gehlot mentioned the Mission approach taken up by the Government
and the efforts to provide a transparent and responsive
administration.
In
the past, the political parties had social action in their
agenda. The Congress under the Mahatma had even a provision
that each party worker should undertake a certain work in
the villages. Now soon after joining the party they ask
for rewards, he pointed out.
The
Chief Secretary, Inderjit Khanna, who listed the progress
Rajasthan could make in the past decade mentioned the creation
of Gandhi Grams modelled after Mahatma Gandhi’s villages
in each of the panchayat samitis in the State.
Significant
highlights of the report include marked improvement literacy
from 38.6 percent in 1991 to 61 percent in 2001, a sustained
high rate of poverty reduction making it possible for the
State to achieve the Millennium Declaration Goal of having
income poverty by 2015 and increase in sex ratio from 910
in 1991 to 922 in 2001. The period also sees the emergence
of the voluntary sector as the third sector along side the
Government and the private sector.
