PREAMBLE
For
25 consecutive years ,from 1952 to 1977 ,the people of India entrusted
the governance of the country at the center to the Indian National
Congress. Five successive Congress Governments served out their
full term assuring to the country stability ,progress and radical
reform without social disruption.
In 1977,the Janata Party formed the first-ever non-Congress Government.It
broke up in less than 2 ½ years. Again ,from January 1980 to November
1989 there were two Congress Governments,each of which served out
their full term .
Thereafter
,the nation went to the e polls to elect the Ninth Lok Sabha .the
Congress emerged as the largest single party.However the number
of seats it won fell short of an absolute majority .In view of this
verdict ,the Congress decided to take its claim to form a government
at the center.
Instead
,in keeping with the norms of democracy ,it offered its constructive
cooperation to the government of the day,as befits its stature as
the country's premier political party ?
Although
the National Front had secured far fewer seats than the Congress
,it sought to form the government with support from the outside
of the Bharatiya Janata Party and the Left Front.However ,there
was no common ideology outlook or programme between the National
Front and it's outside supporters .Nor was there any ideological
or programmatic compatibility between the outside supporters themselves.Indeed
there was a little in common even less among the various factions
of the Janata Dal and even less among the diverse parties constituting
the National front.
The unnatural coming together of all these incompatible factions
and parties was inherently flawed .So they collapsed -that too in
under a year.
In
eleven short months ,the National Front government collapsed ignominiously,
brought down by the weight of it's inherent contradictions ,torn
asunder by egocentric personality clashes ,ripped apart by the unprincipled
pursuit of vote banks.
The shameful end was written to the every beginning .For ,right
at the start of their eleven months of misgovernance ,the leaders
of the National front deceived each other in their maneuverings
to capture the seats of power. That was the ethos that characterized
the National front Government till the end: endless intrigue, devious
deals ,marriages of convenience and the shameless backstabbing of
colleagues .Casteism ,communalism corruption ,violence and every
kind of opportunism were the weapons they deployed against each
other.
They
fell ,as they were bound to fall .Tragically,they also brought the
country down with them. IN it's eleven months of gross misrule ,the
National Front Government set the country on Flames and brought
it to the brink of the civil war.Caste was pitted against case,community
against community,class against ,linguistic group against linguistic
group ,rural India against urban India .Never before had the independent
India found itself in the throes of such deadly discord.Prices spiraled.Development
suffered .Anti poverty programmes staggered. And the employment
programmes ,like the JAWAHAR Rozgar Yojana and the Nehru Rozgar
Yojana came to a stansdstill.naturally,the country heaved an immense
sigh of relief of relief when this government of disruption fell.
In falling ,the Janata Dal split into two ,a new group being born
under the name ansd style of Janata Dal(JD).
Responsible
opinion in the country was the considered view that the atmosphere
the violence and unrest which then permeated the country was not
conducive to holding immediate elections to the LokSabha ,especially
if another Government could at all formed .In keeping with this
larger national interest ,the congress agreed to supprt from The
outside the Janata Dal (S) Government improvised by Shri Chandra
Shekhar.
No
one rated highly the prospects of survival of this government ,composed
as it was of a breakaway group of the original Janata Dal ,but the
needs of the time seemed to go To polls to elect the Tenth Lok Sabha.
This,then,is the storyof the ninth lok sabha -the shortest induration
in the history of our parliamentary democracy -and off the Governments
which it threw up,lasting a mere 11 months and 4 months respectively.
There
are crucial lessons to be learnt from this experience -for electoral
and elected alike. The most important of these is that the Congress
alone is capable of providing stable government at the center. For
40 of our 44 years as an independent nation ,India has had Congress
governments. Every Congress governments has provided has provided
strong and stable governance to ensure progress and development.
There
have been only 4 congress Prime ministers in 40 years of congress
rule.There have been 4 non - congress Prime minister in 4 years
of non congress rule. For 40 of the last 44 years ,the congress
has patiently built the country.For 4 of last year 44 years,non-congress
government have systematically wrecked the country. Stability does
not mean stagnation.stability does not mean preserving the status
quo.Stability does not mean the service of the vested interests.
Stability brings change.stability brings growth and development
.stability brings justice for the poor and opportunity for the deprived
.stability brings peaceful,non-violent transformation stability
brings the respect of the world.
If you want Indiaa to be strong and self relient,
If you want India to be peaceful and harmonious,
If
you want India to be rid of poverty and unemployment,
If you want the voice of India to be heard in the world,
There
is only one-way forward: vote congress!
The
vision of a political party is crucial to its existence. The Indian
National Congress is just not another political party jostling and
clamouring for the governmental power. The Congress is a massive
movement that has identified itself with the hopes and aspirations
,the joys and sorrows of the great Indian people.Unlike many other
parties whose advent and the existence are confined to,and dependent
on, electoral vicissitudes the congress movement advances with the
time ,regardless of particular electoral events, This is the basic
truth about this organization .Ot has it aroots in the ancient philosophy
and ideas and culture,in historical development through the ages
,in the ideas and thoughts of our sages and thinkers and of the
leaders of our freedom movement ./it is the party that authored
the constitution of India.
The
vision of Indai has always been cosmic,holistic,integrated and harmonious.Out
of this holistic and harmonius vision were born our concept of democracy
, socialism and non-alignment. A synthesis of our ancient heritage
and modern thoughts presents the only viable frame-work through
which our people can achieve our goals of social .economic and political
justice; liberty of thoughts ,expression. belief, faith and worship;and
equality of atatus and opportunity.This is the congress vision.
