'Active Worker is our Foundation'
Congress President's Address at the Active Workers Training Camp, Itanagar, Arunachal Pradesh, 11 October, 2000

I am happy to be in the Active Mem bers Training Camp and inaugurate it. In fact, active worker is the foundation of a political organisation. He works at the grassroots level and acts as a bridge between the people and leadership. The political organisation which severes its dialogue and touch with the masses, is either weakened or it perishes. The biggest strength of the Congress party is that our workers are there in every village, lane and ward of the country. But the problem is that many a time they land into confusion. They do not have the right information as to what answer should be given to different questions on different issues. We deeply pondered over it and drew the conclusion that we should train our party workers at grassroots level. You must be remembering Rajivji stressed on training programmes at every level. He had arranged training camps even for the MLAs and MPs. The constitution of our party provides for the training of active workers. Therefore, it was decided to hold such programmes all over the country.

Unfortunately, there are some political organisations in our country which take umbrage under lies and baseless allegations. For years they have been working like that. From the time of Nehruji, spreading rumours about the Congress and its leaders have been their religion.

It is another thing that they have been mostly unsuccessful but some times some sections of society are influenced. The BJP and its friends have attained power in a similar fashion. I am fully confident that if our active workers had been vigilant, these forces would never have been successful. I congratulate you for being vigilant in Arunachal Pradesh. That is why we got a thumping majority in the Vidhan Sabha and Lok Sabha elections. Today there is a stable government here under Mr. Meti and it has successfully completed one year in office.

But we should not sit happy in our homes. Now our responsibilities have increased. We have to fulfil the promises made during elections. We have to inform and take up the problems faced by the people with the government and administration. Together with it we have to inform the public about the policies and good work of the government. If we do not fulfil our promises, people will lose their faith in us.

I want to specially say something here I have felt at many places. After the elections, when the party forms the government, the leaders and ministers do not pay that much attention to organisation and workers which they should. This is not a good thing. I hope that it would not happen in Arunachal. When ministers go on tours they should go to the party offices. They should understand the feelings of workers. It will increase the people's goodwill towards us and will clearly show the difference between us and the others. To maintain a close relationship with the masses, it is necessary that every active worker should do some constructive work. It has been provided in our constitution. Every worker should do some work for the welfare of society. Voluntary work, tree plantation, literacy, sanitation, serving the old and the ill, fighting social evils - there are so many things a Congress worker can do.

Recently eastern parts of Arunachal experienced flash floods. The brothers and sisters there are facing difficulties. We sent relief through the State government and the party. But on such occasions it becomes the responsibility of every Congress worker to bail out their brothers and sisters. The Congress worker should go to the affected area and provide relief with discipline. This will send a message to the masses that we are not in politics only for vote and power but also for the welfare of the whole society.

I had called a meeting State Congress presidents and CLP leaders on 13th July. I had said that in a month every Congress worker should work only for the country at least for a day. Spending a day in the service of the nation should not be taxing for anyone. This will not only provide an opportunity of social service, it will also give satisfaction of doing some good work.

The success of training programme depends on how good the trainers are? The State Congress committee should look towards it. Trainer should be such who can solve the problems of the workers and satisfy them. I hope you have paid attention to it.

Our organisation has a number of honest and devoted workers. But the need is to identify them, and utilise their capabilities.

Today due to the wrong policies of the Central government the nation is facing a number of problems. For the sake of power all such parties which never saw eye to eye before have united. Even today they fight on petty things. First they criticise each other and then shake hands. The truth is that they do not care for the people and have no sympathy with their suffering. They have no ideology. Their only ideology is power, it is their only religion, their only conscience.

This is the reason why the common man is suffering due to their wrong policies. From the time BJP led government came to power price rise and unemployment are ever increasing. Today the government industries are going into private hands at very cheap rates. You can see the prices of petrol, diesel, kerosene and cooking gas prices are repeatedly increased. How will price-rise and unemployment come down in this scenario? The failure of government should be explained to the public. I hope that our active workers will do this work.

I end my speech by saying that when you go from here you should have a new confidence, a new resolve. Each and every trained worker will successfully face the challenges of the future.
